At that time the Hurricane Hugo had destroyed the only available Olympic size pool in his home city, Saint Croix. As a high school student, he started playing basketball for St. Dustan’s. Duncan was born on the 25th of April 1976 to parents Lone and William Duncans and was born and raised in Saint Croix, U.S. Virgin Islands.
